You'd never want to put cars carrying explosives or combustibles next to a car that was occupied. For instance, no loaded tank cars next to the caboose. Not putting those cars near engines has other reasons, too, like a dandy source of combustion should the lading head forward during a derailment or be set afire from errant cinders from the stack. Buffer cars were the rule where possible.
