268, 278, 223

To anyone who might know...
I was just wondering why these locos havent been looked at for restoration. I know that 223 is being restored, and that funds are tight, but would it even be a possiblilty to restore the 268 or 278? Maybe laying a mile or 2 at the Cimeron Bridge and running a canyon train!!
I heard that when 278 was stored there, they ran the loco to the bridge, parked it, and "let her sleep" So all is as it was when she last run. Time for her to wake up I say. I do know that its not that simple, but I guess my question is would the state of CO let her run again, or is she doomed to sit atop the trestle the rest of her life??
Plus isnt 223 the last known NG Grant loco. Ive always liked 223, and would love to see her operating again. If they get her steamed up in Ogden, will she run there or where will she go??
