actually this brings up an intrersting fact
because railroads are so important to the economy military ect. they are essentialy able to do whatever they want in every regard other than those dealing with labor conditions and treatment ect.
so.... if the durango and silverton and the cumbres and toltec want to join back up and haul freight (and by every indication the economics may make this profitable in the next 100 years) they can put track right throu the developments and if they get taken to court the only way they will be stopped frome building throu the development is if an act of the congress of the united states of america pays to have it rerouted
