The answer is yes and no. The no being that it is more likely a former 26 foot car, a 24 foot car after deducting for the end platforms had an outside length of around 22 feet.
I am 99% certain that it is a former Billmeyer & Small car. There are several clues in the photo. As you noted the end siding doesn't extend to the bottom of the end sill. Also it appears that there was no coupler pocket below the end sill
Another clue can be found in the other photos
