Rock and Rail would have a say as well. Also the tampers and the ballast cleaners are not built for 3-rail track. You run into the same problem the Rio Grande Board of Directors did in 1911 ~ expense caused by a non-standard physical plant.
The Royal Gorge Route would not get much return on his investment and the Rock and Rail and UP would get nothing
