Absolutely not, Josh. Not never, not nohow, not no way. Never.
There was never a C&S narrow gauge engine with a red roof in service.
The only possible exception might have been CB&Q #537, which may or may not have been given a red oxide roof. This was being used occasionally by the "Q" at that time, and later used on all motive power. But remember, #537 was not a C&S engine.
C&S narrow gauge equipment was never brought into conformity with the "Q's" standards of lettering and identification adapted system wide in the 20's.
There was never a red roof, and there was never a red number plate on C&S narrow gauge equipment.
This coming from somebody who always say, "never say never". But this is an exception. Never.
Having said that, as I have said before, this is a new chapter in #9's career. If they want a red roof and a red number plate, I have no beef with it at all, but that does not mean it was ever that way in C&S days.
