On C&S narrow gauge locos, it is not according to my sources. I thin there is consideration about repainting it black.
That color red was rather common with the SG locos of the C&S but the NG was the bastard child of the C&S..not worthy of the expense to paint a fancy color on the cab room.
Funny, is it not, that NG Engine #9 of the C&S is remembered far more than any other C&S loco that I can ever remember. Poetic justice perhaps.
