The valve you are refering to is indeed the drifting throttle valve.
"The mountain cock" is a valve which cuts out the driver brakes on the locomotive, but allows the tender brakes to apply during an automatic brake application. The mountain cock is located on the side of the cab just ahead of the engineer. The handle is ver convienently located as to whack the engineer on the kneecap when he stands up.
