Imagine there had been freak snowstorms that had all of Silver Plume just buried in snow until just two months before opening. I think the GLRR, Inc could have gotten one locomotive and some of their cars up and running -- to the GLRR, Inc's high standards -- in time for opening day.
The problem here isn't something either operator can not handle, it's the budget situation that has put the current operator in the position of only having two months to opening day.
