As indicated in my prior posting, NS, CSXT and Amtrak operate under NORAC rules in the Northeast, along with commuter railroads like NJT, SEPTA, Metro North and MARC. Regionals/shortlines using NORAC rules include D&H, NYS&W, P&W, RBN&N, Conrail (Shared Assets) NEC, VTR, WNYP, FGLK, D-L, BPRR/R&S/G&W, M&E and Bay Colony.
Dispatchers issue Form D's to restrict or authorize any train movement over track described in Operating Timetables as "DCS Territory". DCS stands for - "Form D Control System." "DCS Territory" equates to "TWC Territory" on the railroads that operate under the General Code of Operating Rules.
