It is certainly good to see some positive thinking regarding the situation - I know it does not fit with my mood. But the one thing I see as being key here is money and lots of it. We can debate advertising via radio vs. television vs. billboards vs. tour groups, but without money to pay for it, it's all moot. Ditto trackwork. Ditto maintenance.
I'm certainly NOT arguing with the idea that we've got a large pool of experience to tap through this and other boards. Nor do I want to in any way discourage people from putting forth ideas, no matter how silly they may seem. But question number one in my mind is where to find a few million bucks lying around with nothing better to do.
