With all the discussion about funding the C&TSRR--why haven't the two states provided some of that funding out of their TEA-21 funds? Yes, tourist lines are eligible. (Mount Hood just got 2.7 Million)
What makes you think they *haven't?
Some background: TEA-21 has expired, so what you're really referring to are "Transportation Enhancement" funds. You can go look up projects by state at

First, searching for Colorado projects, then text-searching the results for Antonito shows:
(1) Colorado has $350,000 obligated for a "Cumbres & Toltec Enhancement" in 2007. [Does anyone know anything about this?]
(2) In 1999, $140,800 went towards Antonito sidewalks... that must've benefitted the railroad, correct?
Searching for projects in New Mexico, then looking at projects in "Rio Arriba" county, shows:
(3) In 2001, $250,000 went to "NM0017 thru Chama-Pedestrian Facilities"
(4) In 1996, $1,000,000 went towards "Narrow Gauge RR Preservation".
(5) In 1998, $800,000 went towards "Construction of railroad museum" in Espanola. (Although not for the C&TS, this money went to the same county that Chama is in.)
$1 million in 1996, plus $350,000 apparently to come in the last quarter of next year, means that $1.35 million of these funds have been dedicated toward the railroad.
