Considering that Tipton is major snow country, I don't get that they built a wye when they had a loop as one leg of a wye would be a major problem to plow out after a blizzard, while a loop would keep the plow as you say going forward all the way. One problem with this scenario is that if the big plow was usually kept at Austin and I don't know if this is the case, they would have had to plowed to Whitney or points beyond with a wye, truned and plowed out the loop at Tipton on the return trip.
