I think a loop is preferable when you need to frequently turn a number of trains. I would think if a railroad had a location where turning was frequent and they had the real estate a loop would be used.
In narrow gauge country a loop to turn plow trains keeps the plow always point toward the snow and also offers the advantage of one less frozen switch for the crews to handle.
I am no expert and I hope the more expert folks don't feel the need to flame me if I leftsomething out.
