generally speaking the answer is yes, the pumps would be the same size mainly becasue they were comapny preference and laying around the shops.
When you see 2 single stage pumps you will also see them attatched to an overcharge govenor. What that does is pump several pounds of air into the main air tank every time the engineer makes a brake application so that when the brakes are released the pumps dont have to work as hard to recharge everything.
