In general original air pump placement was a preference of the manufacturer, and later it became the whim of the shop crews at a particular railroad.
When engines like the K-27's were upgraded to larger
pumps they were placed wherever they could fit the pump, the larger air tanks, and the extra plumbing.
With the larger air pump it may have been a visibility issue, since the fireman does not need as much forward visibility as the engineer.
