Adam,
You are right, I've looked in there too, so should have known better. The superheater elements were scrapped and the tube sheets rebuilt or replaced with only standard sized flues. To re-superheat it, you would need new tube sheets in the firebox and smokebox, new superheater elements and whatever the fitings are that mate the superheater tubes to the header.
