I believe C&S 70 traded tenders with CB&Q 537 when she was converted to oil firing. No. 537 was an outside frame Baldwin 2-8-0 which the CB&Q had converted to burn oil while in service in the Black Hills. From 1930 to 1939, while No. 539 was leased to the C&S, it burned coal, and No. 70 used 539's tender as an oil burner. The photos I have seen of Army equipment waiting scrapping shows at least one C&S tender for a coal burner. I would presume No. 537 was re-converted to an oil burner before being returned to the CB&Q in 1939. At that time, the coal tender would have been returned to No. 70. Question for C&S people (Rick Steele can you help here?)- was No. 70 equipped with the oil burning gear from CB&Q No. 539?
To the best of my knowledge, all of the WP&Y steam locomotives burned coal during the period when the railroad was operated by the US Army. My copy of the 1947 WP&Y equipment folio shows all locomotives as coal burners. I think the WP&Y began converting its steam power to burn 1951 or 1952. Perhaps John Bush or one of the WP&Y people can give more details on when the conversions took place.
