There weren't any rules prohibiting such a move. The rule about doubleheading downhill didn;t come in for a couple of years. I would guess the lead engine did the pulling, braking, etc. The other two went along for the ride.
Two run this as 3 seperate movements would have required 3 seperate train crews in addition to train orders.
