Steven B, respectively you are wrong. There is nothing regarding 30 feet from a public highway; crossing a public highway is the correct data. 30' is in regards to being next to an active railroad track also in the national system.
Maine NG RR and Museum can just declare themselves as "SECTION 3" excluded from FRA as covered in their generic section termed "Rapid Transit". The Federal Law does not say it needs to be electric powered.
