GLR had no say regarding parking. Remember - they operated the trains and that was the limit of their scope. Property was either state or private. That's why us past GLR'ers were surprised when the crystal palace took shape in what used to be parking.
If I had the power? ahhhhhhh (drooling) If I had the power, the first thing I'd do is figure out how to make grown people get along - enough to have the old crew and equipment make their way back. I know - flog flog flog.
For parking, I'd take the train under I-70 and up to where the old pavillion used to be on the west end of Plume. Can't go under the highway with a steam train? Tell that to D&S. There's a few vacant acres of land on the west end of Plume, but it is privately owned. Maybe if the new group can get tracks laid before the locals realize their free money promise isn't happening - there's a chance.
To deal with what they have, the new group, CHS and Railstar, will hopefully have mystical powers that they didn't have before to better accomodate crowds on the Plume end. For Devil's gate, it is the best it can be for the space there.
It's really a sweet deal for the next group. They're walking into a success made by somebody else. The Georgetown Loop will make money - if only the wheels continue to roll. The bitter part is the people that worked so hard to rebuild it only to have such a ridiculous string of events lead to today. C&S # 9, this June ... stay tuned.
