What I could gather from looking at this report is that the visual impact on Idaho Springs will be huge (p.28)and p.26 shows the existing Loop at Silver Plume with some futuristic rail or monorail thing zooming by. I thought the voters buried this rail proposal at the last election. The only consolation may be that section 106 review is required when federal funds are being spent to assess impact on federally designated historic landmarks and sites. And, the state review officer is the SHPO, or State Historic Preservation Officer, who works for none other that the CHS. This all looks like a colossal mess to me.
