Posting on NGDF is not my profession (nor is it something I put much careful effort into), and I am not paid by taxpayers nor hold a vital position of power in any regards to it. Huge difference.

Shoddy restoration, no; in fact as far as I know, it really hasn't even been started except the stripping and ultrasound (which was arguably botched by some accounts, and performed well with others). As for the boiler, that crown sheet patch is among the scariest atrocities I've seen on a locomotive. As for after the restoration, I don't know what'll be with the boiler; for all I know, they can replace the entire firebox and tack in a nice new crown with a nice new bunch of staybolts. Regardless, this locomotive is 120 YEARS OLD! It's boiler is as old as Socrates to boot. This isn't something much of us would have confidence in for daily operation; and just around 4 months for such a massive restoration doesn't sound exactly promising for a locomotive that hasn't operated in more than 55 years. I've seen the photos on Jim Poston's site taken from through the firebox door (taken by a GLR Inc. crew member). This is definitely a good thing to look at for anybody interested in this scenario.

I already happen to have great respect for Marlin Uhrich and his crew's work and I'm well familiar with it. Marlin Uhrich was reportedly quoted as saying 2 years *about* for the job, while CHS says May 28th! It's either not done, or a rush job. CHS will apparently have their hides nailed up if they don't have a steam locomotive in opreation on May 28th; I don't doubt they'll do whatever is neccessary to get that.
I don't want to start another one of those flame-throwing matches here. There's not much else to do except wait, and see, and try and hope nobody gets injured at the expensive of ignorance or improper operation. The #9 would be a fine addition to the operating steam pool given this wasn't the scenario here. And yes, I do hope that the CHS doesn't stubborn-out and takes all Marlin Uhrich's advice on this matter. However, again, it appears they will have their hides on somebody's office door if they don't have ANYTHING steam-powered by May 28th; aside from being deceving from false advertisements...
