According to articles in the Denver Post and Rocky Mountain News several months ago, the majority, if not all, of the $600K figure is what the City of Denver is demanding to strengthen the bridges, water and sewer lines, and utility lines before it will permit panels to be laid to move the engine from where it now sits to where a connection can be made with existing trackage.
The City is convinced the locomotive will damage all of these things.
