If you are concerned about asbestos abatement read "Trashing the Planet" by Dixie Lee Ray. She addressed some of the myths about asbestos head on. Since the railroad is basically a government entity run by a politically correct operator overseen by a politically sensative board the cost of the work will be at least three fold more than what free enterprise could do the job for.
Containment, bunny suits, HEPA filters, negative air machines all add up to a lot of jobs.
