Your point is well taken, but how big will the fine be if the Federal Government finds out about it. I would have to check with my local law expert, but I believe that Asbestos removal is covered by Federal Law. And since the C&T is a Bi-State enterprise almost everyting would come under Federal law. I would rather see the money spent on proper Asbestos removal than on a fine and possible legal action against the Friends and the C&T.
