Mike,
I agree that I'd rather the Baldwin papers were organized by Build Number, which like you said would be a true Serial Number.
I do need to apologize in calling the "Baldwin Class Number" system a serial number. That's not really a proper term for it. Baldwin used the Class Numbers like serial numbers so that's what my brain defaults to when I talk about Baldwins, and I should correct my thought process about that.
As for my trip to the Cal. State Museum Library, it was a good one.
Mike, no luck on the USA 190 class. The guy who created the collection that DeGolyer now has concentrated on the 1880 to 1920 time period. There is some 1930s & 1940s stuff in the collection, but not much. I found nothing, no Erecting Cards or Part Drawings for the 190s.

Taylor, you are in luck. There is a Side Elevation Erecting Card and a seperate Crossection Erecting Card on SVRY #16 & #17. And they have the Erecting Cards for Tonopah #4 (SVRY 2nd #4) and Erueka & Palisades #8 (SVRY 2nd #14). Though nothing on the Uintah 50 & 51. I'm sure I've seen their Erecting Cards in a private collection! I'll keep looking.
Here's a quick break down of what I found in so far as Erecting Cards:
-Sumper Valley #16 & #17
-WP&Y #59, #60, #61, #62, #68, #69
-Uintah #10, #20, #21, #11, #30
-Tonopah #4, #5, #7, #261
-N-C-O #4, #7, #8, #14
-Eureka & Palisades #8
-East Broad Top #4, #5 (two sheets for each engine)
-I.R.C.A. #37 (GLR #40 & #44s older sister!)
-Pacific Coast RY #3
I'm going to send an htm file with a list of the above erecting cards and the DeGolier drawing Index #s needed for ordering the drawings to Taylor and Mike, if anyone else is interrested drop me a line and I'll send it to you too. Or if someone can spare 4kb of space on their website they could put it up on the internet. My ISP is giving me problems and I can't upload it to my web space.
