Elected officials may publicly support a particular developmental proposal yet it is the hidden non-elected government workers who decide how painful the process can become. Just imagine the permitting process if the first transcontinental railroad was proposed today. Mediating @#$%& concerns, through a solid community PR program, are only a first step!
