On our shortline railroads here in PA, the PA Public Utilities Commision (PUC) has say in what protection is required at any railroad crossing. Advance railroad crossing warning signs are the responsibility exclusively of the appropriate road owner (State, city, borough, town, or township for example). Protection signs or equipment within the railroad right of way are the railroads responsibility.
