The following is off the top of my head and subject to correction.
Carroll Stahl purchased his first locomotive from the Jeddo-Highland Coal Company. It was an 0-4-0T of 4 FOOT GAUGE. This gauge is unusual even in the Coal Region's many gauges. He removed the saddle tank, modified the cab and made a new 4 wheeled tender on top of an industrial set of wheels. All operating equipment was regauged in some way. He built a flat top coach and combine from stretched out Lackawanna RR cabooses which sat on modified East Broad Top freight car trucks. He also purchased two Newfoundland Ry 42" gauge coaches and may have regauged one. I believe a Pennsy 4 wheeled caboose was converted.
Maybe someone in the area who is familiar with the railroad can go into more detail about all this converting. It seems silly to me that he didn't look for a standard gauge locomotive as at that time, there were some available. There were a number of pieces of standard gauge rolling stock on display that were not converted.
