Common sense is right. The minimum thickness will be one of the critical points in determining the maximum allowable pressure.
Having said that, the rules have always allowed riveting a patch over thin areas, and the new rules allow pad-welding and welded patches to a boiler course. So there are several methods to increase the strength of any thin spot that will increase the maximum allowable pressure.
Other factors such as staybolt strength and internal bracing also come into play.
