Not enough jail space here

I don't know about where you live but in Oregon and Washington somebody spraying grafitti on railroad cars would hardly even get a slap on the wrist. Maybe a suspended sentence at the least and restitution or community servince at the most.
The reason for this, not enough jail space and personnel to care for even some hardened criminals.
