Something doesn't make sense about this. How can a group of interested parties C-16 Locomotive Society have access to these locomotives to elevate them to museum class equipment while they belong to a City/State (Montrose/Gunnison/Utah State Historical Society)? To accomplish repair or restoration work it would mean the respective owners would have to grant permission to Society members to remove and repair/replace items at someone's expense. Where would that money come from? Where is the fine line on liability issues?
What is in place at the C&TS that allows Friends to restore rolling stock/structures/groundswork? I don't believe Friends do mechanical work on locomotives outside of cosmetic work.
