An interesting question, Ethan -
In at least one case that I know of when a loco was needed on the other side of a pass before the track had been completed they dismantled the locomotive and used animals (and people – four of them rather attractive, IIRC) to move the pieces. The process was made a bit more difficult than absolutely necessary due to the fireman forgetting to lighten the tender by draining the water from it
