From the article:

"The single locomotive derailed along the Himrod railway at around 8 o’clock after it struck a derailment apparatus that was purposely placed in that location to accommodate the rail replacement work that is underway at the intersection of Himrod and Rice roads."

My question is why was the locomotive operating on the track were work was being done.
Certainly the work had been scheduled, and the engineer should have been aware of the work.

I wonder if he had an order that allowed him to operate on that portion of the track.
