I am being told it will be the Forest Services that are involved and the insurance company and the railroad that will make the decisions.
If people read my report, the very increased cost of insurance is a huge item this year. If the RR can not gain insurance due to coal burners, the RR doesn't run. If converting to oil saves insurance money (or is the only way they can run), that will probably be the smart move. Sadly, the real world runs on money, lots of money.
