Ah! But they won't get it and that's the point! You pointed out that anywhere else this would be racketeering or worse and that the FBI would be all over them. Unfortunately this situation won't be solved in the criminal court (although I wouldn't be surprised to see this one end up in Civil Court!)
These greedy self-serving ignoramuses either will wind up with a FUBAR situation and/or will kill the railroad. No revenue = economic disaster. Of course, it's possible somebody has already thought this through and WANTS the GLR gone (that Condo speculation and the I-70 widening seem to be two very plausible scenarios!)
This is where I envision a civil suit being filed! If it is found that an officer of a state institution influenced a decision in order to line his own pockets then I believe he should be forced to make restitution (i.e. $$$$$) It won't bring the GLR back but it would make me feel better about the whole mess!
