What exactly, ignoring the unfinished and closed-up mill, has not been completed at the Lebanon Mine site? I had no knowledge that CHS still had work to be done, other than the mill. Of course, why should I know, since CHS is so secretive with everything?
I have a feeling that CHS feels that visitors to the site and tour are happy with the work already completed (because tourists are ignorant of such details, most of the time anyway) and they have decided that they have no need to finish what they started. They feel what they have done suffices just enough to make everyone happy, and they don't want to don any more work with the site, structures, or mine.
Or, then again, the plans for the final work on the site may have become lost in the shuffle of changing positions and forgotten, along with the supposed "stone facing" that should have been placed on the concrete footings of the Devil's Gate Bridge long ago.
