Quick Loop question

Since Lee Beherens of the CHS is supposed to be such a huge mining afficionado how come the Lebanon mine site has never been completed as the CHS originally envisioned?
I remember watching the Seabees build the shacks at the Lebanon Mine Site 30 years ago and since then progress has ground to a halt. In the mean time the railroad has been completed over the Loop to Devil's Gate.
Is the Lebanon Site the type of leadership that we can look forward to in the future?
