There actually is a way around not having smokejacks, but I don't think that the CHS wants to pay that price.
I disagree with you that Engine House design books are not on the shelf, though. There are system standards being republished and available in hobby shops worldwide. There are also Railway Engineering books (contemporary with the steam age), that are sitting on Library shelves. I don't doubt that the CHS has a few themselves (but they may be locked in the Rare Book Room and unavailable for viewing). Also, if you look at any Steam Locomotive Cyclopedia, there is usually a section covering shops and shop layout.
Ah well, 20/20 hindsight is something that we all have, its just getting a clearer foresight that bothers the CHS.
As John Bush (above) mentioned, the Railroad tried, but their efforts were ignored or rebuffed.
Unfortunately, most Bean Counters think that they know what's best, despite what those who have to do the work think. It is evident at Georgetown where the CHS arrogance shines like a beacon for all to see.
