What is truly disturbing is that the shortcomings in the design and location of the engine house and car storage facility that you and Rick point out, as well as the shortcomings in the Georgetown loading platform and the "Morrison Theater", were evident in the planning stage.
At that time the owners and employees of GLR attempted to work with CHS to develop more useful and appropriate designs. We had gone as far as to locate historic Colorado enginehouse smokejacks that were available for donation. We were were told in no uncertain terms that our input was not desired. We also suggested that they at least go and look at other steam locomotive servicing facilities so they could see how other railroads had solved the technical challenges. We were again informed that our input was not necessary or desired.
It is unfortunately apparent that "the past is indeed prologue". The CHS will fall into the traps they themselves have set. Historic railroading is full of traps for organizations that can not learn.
