Good to see the 19 again! If those were gasoline engines under the hoods, I would say the carburetor choke is stuck closed, like what happens 50% of the time to the car I'm driving now. Sorry I don't know too much about diesels larger than the one in the coal tipple. In the latest issue of Light Iron Digest there's a photo of a very similar GE 3-footer, with the connected trucks, in Youngstown, OH as USS #36.
