The process of being creative involves raising ideas, then you need to sort through what actually makes sense. So let me limit myself to the first part of that since I am not qualified to deal with the second. What if Osier (or Sublette, or???) were developed as some kind of remote winter recreation center. Presumably that would be done by somebody other than the railroad. But the railroad could provide access, not just using expensive steam trains but also say Gallooping Geese shuttles. Perhaps the bigger issue is providing a critical mass of winter recreation opportunities around Chama to attract enough people and support the necessary infrastructure (rooms and restaurants). The railroad is just a modest piece of a bigger puzzle.
