EMD's narrowest traditional motor application is for meter gauge. When it made 3' gauge locomotives it used a motor hung longitudial on the frame with a transmission type dive to one of the truck axles.
GE has manufactured motors narrow enough for 3' gauge application. This is the electrical equipment used on the ALCO locomotives purchased by the White Pass. Also GE made export U-18 (if I recall correctly) for Columbia. I think the road units in Gautamala came from ALCO.
