The first question that has to be asked is what is the width of the motor cases with gears and gear cover. It has to narrow enough to allow the wheels to be pushed in on the axles (or on new axles) and still give appropriate clearance between the motor case and the back of the wheels.
Unless the motors were also designed for use with 914mm (3' gauge) I would expect that they would have been made the maximum available within the 1 meter gauge wheels.
If the motors and gears can not fit between wheels gauged for 3' track then they would have to be replaced. If you had to buy new motors they would probably be at least about $200,000+ apiece.
