Sounds like operational issues, complications with the WFIM compounded with falling revenue from Covid-19. It reminds me of the Georgetown Loop issues a few years ago, the conflict between the train operator and owning historical society. If this is indeed the case, another operator may take over when things start to get back to normal.
One thing I do agree on, steam operations there may be severely restricted until passenger numbers / revenue makes it a viable option, unless the WFIM assumes direct control.
