Yes, very true. As a case in point, the Wiscasset & Quebec (forerunner of the WW&F, and still owner of much of the ROW even today) was chartered as early as 1854 but didn't actually begin laying track until 1894. It was a paper railroad for the first 40 years of its corporate existence.
Similarly, the East Broad Top was chartered in 1856 but didn't begin construction until 1872.
