Hysteria averted ?

Where the rubber meets the road is whether there will be any differentiation between between traction engines and locomotives . Locomotive boilers are under FRA Form 4 ,part 230 rules . They are strict and comprehensive . I am not sure about this ,but traction engines might not be under these kind of standards , and maybe they should be .
Years ago I vistited a museum of traction engines 10 miles out of Great Falls ,Montana . there was between 120 and 150 steam traction engines on display .The owner boasted to me that they fired up 75 of them for a Charlie Russell Days parade in town .Considering the condition of some of the "operable" ones I saw I would have been a more than a little nervous . They also had a real nice ,complete three truck Shay as well as a beautiful GN drovers' combine , replete with nice panelling ,Adams and Westlake Kerosene lamps and velveteen Buntin Reversible seats !
