FYI, I have another photo taken by my Dad on our visit a year later. I didn't include it because it's not as well composed (and I had a crew cut that summer and I don't look nearly as fetching...). I mention it because 1, that was the first year the Scoot was pulled by a diesel (I was truly heart-broken) and 2, more to the point of this thread, the flag was still green and white, but the boundary between the colors was 90 degrees different from the one the previous year. I guess only the colors mattered, not how they were positioned on the flag. This is distinct from what some of the excerpts posted above from various rule books.
