I heard back from Hol today on your query.
First of all, he passes along his regards, if you want his email address, let me know.
He says that #70's conversion was done at the 7th St. Shops, and that he has seen no reference to any relationship to a failed crownsheet to the conversion, and he does not believe the two are related. He says the 70 was already the assigned engine on the Clear Creek Branch at the time, and that was why it was selected.
